What does a wrong column size actually mean?

The engineer picked a section for a load. A different section carries a different load. It is not a substitution anyone on site should be making without the engineer agreeing to it in writing.

Why do noggings matter?

They brace the studs against buckling and they give the linings something to fix to. Removed by a following trade to make room for a service, they take both functions with them.

How long does frame stage take?

Two to three hours single storey, more on a double storey where the upper frame, its steel and its tie downs have to be reached safely and photographed.

Will the builder act on it?

Generally yes, because frame items cost little at that moment and a great deal to argue about later. The report gives the supervisor a numbered list with photographs.

Are the frame items revisited?

Yes, at lock-up, and each is marked fixed, partly fixed or outstanding so you have a written record.

What should I send through?

Your lot's engineering, together with its tie down schedule. Without them the report can describe the frame but not confirm it against the design.
